Ok so just before I tell my dog toe go the leach at aced toe here harness is loose and when I say go she starts running really fast and the leach yanks here back and then se starts pulling can this hurt here

I can't understand a lot of that as I assume English isn't your first language, but YES this will hurt her if she runs to the end of a lead and it yanks her back.
Better on a harness than a collar as that would do even more damage, but not good for either.
