How to deal with a control freak parent, please help?

My mother is driving me insane, she is bi polar and addicted to painkillers and marijuana, she is extremely controlling, she wont let me get a drivers license, she keeps the house dirty, is a hoarder and cares more about getting high then even me, she blames any last problem on me, anytime my brother gets in trouble its 'because i was a bad influence'. All she cares about is getting high and trying to control me, she took my phone because we are moving and i said i Didn't want to move to a different neighborhood near her drug addict best friend and she took it because i was being 'disrespectful and disobedient', but because of the fact that the new school has classes i have not taken, i would have to graduate late, whereas, if i went to a school a couple miles down the road, i could graduate on time and she says i am being 'self centered'', my dad has been seperated from my mom for years but in my state, men have no custody rights, whenever i eat here, im 'stealing food', my mom is emotionally abusive and i feel like im about to snap because she cares more about obedience and control then my future, what should i do?
