it is not as clear cut as you suggest.
eg: if someone has a new website, it is important to let the world know it exists. by that you can and should build whois, profile, about us links in directories BUT if it is an active aged domain those same links could hurt

Well it’s not true; Yahoo’s paid directory and internet’s largest free directory DEMOZ still occupy their old top positions when considering web directories. Some categories like ‘NEWS’ in DEMOZ are no more accepting in submission. And how will bear $299 per year fee to remain listed in Yahoo directory. And this paid cost $600 if someone wanted to submit his adult website. So you still want to get into Yahoo directory that is allowing adult sites too?

Most directory sites are junk that search engines have no respect for.
A general SEO rule: the easier a link is to get, the less valuable it will be, because so many directories can be submitted to automatically, or through cheap bulk submission services, search engines have lowered their link value.
There are a few paid directories that still have backlink power, you can submit to DMOZ, which is well respected for having human reviews of submissions, and hope you get in one day.
