It depends on if you're doing exchange as a high school student or a university student.
University students typically have much more freedom. Usually don't live with a host family, and are free to do what they want.
I'm doing exchange as a high school student. I can go by myself or with friends to do what I want as long as it isn't unreasonable. For example, it'd be stupid to expect my host family to pick me up from a club at 4 in the morning on a school night. Sometimes it can be a struggle though.
Also, European and South American countries tend to allow the students a lot more freedom, even in the high school level.
I'm in Thailand right now, and there are plenty of beaches and mountains here.. snowboarding not so much. It's a wonderful country, but it's Asian, and if you are wanting to go somewhere European then it probably isn't a match for you.
If you have any questions, let me know :)
