If you are planning to build a computer (I am assuming a desktop), you want the necessary parts that you need so that you don't go over your budget. Main parts of building a desktop PC is:

    Case (AKA tower)

Motherboard (There's several different sizes, choose one that works for you and fits in your case)

Central Processing Unit (Heatsink too if it doesn't come with your CPU)

    RAM

Hard Drive (Also need SATA cables to connect to the motherboard)

Power supply (Use Corsair, because other brands suck)

    Operating system

Those are the basics for building a computer. If you want a gaming computer, you're going to need extra stuff like a good video card, sound card, and a good monitor. You can optimize all your stuff after you build your PC, and made sure it works 100%, by changing the settings of your devices in the BIOS menu. An example would be setting your CPU to overclock past its regular Ghz.
