My betta's stomach is swollen and he swims face down into his rocks?
I always wash his tank once a week, feed him a little bit every day and everything. I don't think I did anything wrong and I'm very observant of his patterns. For reading week, I left him with a friend and I didn't wash his tank for a week and a half because I was gone. I washed it the second I came back and when I put him back in, he wasn't his normal hyper self. I think she overfed him and not cleaning his tank for a week and a half is not something he is used to. His stomach is swollen and he's not swimming. Sometimes he flops on his side but he's not dead because he's still breathing. Sometimes he swims but he's not hyper like he normally is. Now, he's had his head dug into his rocks with his tail up for hours. I try to use my net to force him to come up and swim but it doesn't work.
What do I do?

Well if he is on his side he could have swimmers bladder and with regards to bloating are his scales sticking out like a pinecone? If so he has dopsy which is an organ failure and will most likely die. Both of these illnesses can tech be helped but it only extends the life for at most a month. In any case their isn't much you can do.
Now if he is just bloated he could be constipated and to help that you will want to cut a frozen pea in a bowl with a small amount of water and microwave for 10 seconds. Then cut it in half place one half in his tank and allow him to eat it. This will help with digestion and it is advised to give betas half peas every few weeks to keep them regular.

He sounds bloated. Try feeding him the inside of a cooked pea to help move everything through. Also, is there a filter, or a bubbler even? You may want to add one or the other as a bubbler will help with oxygen and keeping the tank clean and the filter will take up un eaten food. He may have eaten too much.
