Do I have to fill out my taxes if I don't have any w2's from jobs, and no employment earnings but...?

Do I have to fill out taxes for this year, if I do not have w2's or any earnings from jobs this year... but I did receive Food Stamps/EBT/SNAP this year. I am considered the 'head of household' on my case as well. So do I need to file taxes with this? even though there are no recorded actual earnings for this year?

HELP! any info is welcomed, I googled it, but couldn't really get any answers.

Update:

is it the same in all states?

Update 2:

what does that supposed to mean? "be careful as Big Brother is always on the lookout"
