There could be a lot of ways to create that image, but I think that's screen printing.
An example of screen printing is Andy Warhol's works,

Well, they both might be called Pop art and they are almost done in the style of a comic strip although it looks like they started as photographs then changes a bit in Photoshop. They really don't have a single style. They are a combination of different techniques.
