If you are preparing images for an advertisement, it could cover both graphic design and retouching. If you are adding text or logos or doing the ad layout - then it's definitely graphic design, if you are just retouching a photo, then you are doing the work of a retoucher.

Graphic designers often do their own photo retouching as well as graphics - all part of the job.
