Is it possible for an author to take someone else's work and rewrite it if that person has been dead for more than 70 years?
"(a) In General.-Copyright in a work created on or after January 1, 1978, subsists from its creation and, except as provided by the following subsections, endures for a term consisting of the life of the author and 70 years after the author's death."

Yes, it is done frequently. For example, the "Wizard of Oz" is public domain, yet someone wrote an entire screenplay from it.
Being "dead more than 70 years" is only one possible factor.
We can only guess what you're trying to ask, since it's certainly "possible" to write anything you want, but it might be illegal to distribute it.
Not sure why you're quoting some tiny and possibly irrelevant part of the copyright law. If you told us the date and country of first publication, we might be able to point out the copyright duration for you.
