Texturized paint.
It comes in many textures including leather, stone, crackle, etc.
1-2 (Spray) cans for each cabinet (3-5 dollars US) each and it would appear to be a quick, easy, inexpensive fix.

$20 in spray paint in the colors of your choice. Spray primer after proper preparation, spray the color after the primer is dry and let it dry according to instructions and then apply a second coat. Use thin coats so the paint does not run. Should take about 8 hours total time most of which is while you watch the paint dry.
