Static IP address is always risk to have. Because, your log in ip is known to third party, if it could get the information of ip one time through spam or trojans.
So the service providers provide you with dynamic ip address, so whenever you log in you get different ips according to the random selection of available ips by the service provider.
You just end the session if you get any bounce or spam message from a particular ip and then log again, and if the login ip is not infected with spam then you get your problem solved. Spammers are those spreading evil messages and unwanted popups, forcing the particular domain thro applying spam filters at their site. Even you can have free service of spam filters by registering with reliable spam filters.
By getting static ip address is just giving your id to the hackers or evil doers. By dynamic address, your identity is safe and secured. More could be read if you search on google about static and dynamic ips

Do you mean your home internet connection is on a "dynamic" IP at the moment?
Because that is really horrible. It means you can connect to the internet from a different IP address at any time. Each time you connect, you most likely have a different IP. And if the connection drops out, you can even get a different IP that changes frequently.
One of the problems of a dynamic (changing) IP address, is that you may be using an IP that a spammer has used. You will also find that websites don't recognise you - as you are on a different IP than you were last time you visited.
So, if it is your home internet connection you are talking about, then yes I would recommend that you choose a provider that will give you a static IP.
