You can download Malawarebytes on another machine, then put on USB and bring it to this machine.
Also, try to get Spybot, see if that one comes down. Is as good as Malawarebytes.
There are malaware that block your system from downloading anti-malaware and anti-virus tools. You just have to find a way around them.

you probably have a sistem issue or a virus go to online scanner
