Form of government? (monarchy, President, Democracy) 
Voting? (Age, How often are the elections?, Shall those who pay more in taxes or have higher knowledge get more votes? Referendums?) 
Constitutions? 
Economy (Welfare, profits?) 
state monopolies?
legal system? (Length, Probation) 
Internationalism (Trade / cooperation with other countries?) 
Defence (Cooperation with NATO / UN etc?. National Service?) 
School (Free university education?) 
Medical (fees or through taxes?)

Government... I love Monarchy but I would go for Democracy
Voting? Once every 2 years. Tax? flat rate so no
Economy.... realist, either work your way out and don't expect me to take everyone's money so you can lay on your ar$e or hold signs saying how the rich are stealing your money
States? No states
Legal system, Capital, Corp punishment, prison, law (realist), no political correctness, no hippies
Defense: Amy?
Schools: Free basic (from flat rate tax), pay above that
Medical, Private or government (subsidised), either fee or insurance 
Immigration, if you want to come here either fit in or go back to where you came from
