Who pays when a child damages property?

I.E. a child comes to your house and throws a rock through your window... who pays to replace the window?

Or, a minor steals your car and crashes it, totaling the car. Who is responsible?

This is not the "what would the child be charged with", but rather monetary damages question.

    If the child is a minor, the parents.

    Legally in UK over the age of 10 child is criminally responsible
