is there a way my daughter can legally be placed on a call list?

My daughters best friend Is a foster kid and has been put in a placement home. They are the closest friends you can imagine. people think their dating. Ever since she was put their she is only allowed to talk to family and can't talk to my daughter. Since then my daughter is so depressed. I can't do anything. All she wants to do is talk to her bestfriend. She doesn't do much anymore, I'm pretty sure she has Ben secretly taking vykadins. I read her texts asking how she could feel better and that is what,her friend told her. So is there a way I can get her on this call list?
