how to calculate freight rates that used to be based on percents?

Today we calculate freight based on 15% of consumer cost if the product is not in stock, but we now need to calculate freight based on rates by weight for products not in stock. how do i come up with the rate amounts so that they equal to about the same amounts that would have been charged from percent rates?

    Its a new system that works by weight rates not percents no more, read the question

    Don't change the calculation, and the rate will be the same. I can't believe this is a real question.
