There used to be Australian Bank notes with "Commonwealth of Australia" printed on them.
Of course Australia is a commonwealth, how else do you suppose a place like Canberra gets so rich?
when all the primary industry and Export industry places are not there.

It's one word, not two. Different meanings. Commonwealth: "An aggregate or grouping of states or other bodies" and "An international association consisting of the UK together with states that were previously part of the British Empire, and dependencies."

In the context that Commonwealth is used in "Commonwealth of Australia", it simply means Federation of Australia. So yes it is a commonwealth,
