How do you get to know somebody you have minimal interaction with?

Making friends or meeting someone is tough. If you have self esteem and lots of confidence it can be easy. Heck, I met my best friend (girl), by looking her dead in the face and asking what her name was.

I am not sure as to what the nature of your intentions are so i'll phrase my answer as to someone you would like to know as more than friends. To get the one you desires attention, especially one that you don't meet often you have to make an event.

First is some research. Find out what they like or what they like to do. If you are looking for a long term relationship make sure you like some of those things. If this is a hookup then experience is always good ;)

Second, plan the event. If its at an office, and you know that she likes cold things. Bring everyone some ice cream and if she is secluded (has her own office space), you can be a bit more flirty or friendly! You can say you have a secret special one, maybe do something out of the ordinary on one of them. It depends on the situation. If she is in high school, depends on the girl. If she is mature, she most likely loves confidence. Walk up to her group of friends and strike a conversation or get through with friends. If she likes sports go join that team! More events likely to happen there.

Lastly. Execute the event.

With minimal interaction u can't get to know them . One way is to be friends with thier friends in that way you m can get to know them. One more way is to start interacting with them itself.

Go up to someone and strike up a conversation. They aren't going to kill you and eat your wanting to engage them in conversation. If they are that nutty, then you didn't want anything to do with them anyways.
