Why would a guy wait with having sex?

I'm dating a guy for almost 2 months, and we slept 4-5 times together but no sex only sleep. He asked me when I think it's the right time to make love in a relationship and I said when I feel ready. And he told me that it was a nice answer and that he also takes his time. But after all those times he even didn't try something. We only kissed and hugged. Even when he got a *****, he just put his hand in front it while we were sleeping. Is this a normal? or is there something wrong?

It not a problem for me, but I just never saw a guy only "sleeping" maybe the first times but after the 5th time.. Is he just waiting or is there another possibility?
