I have a chance to buy an AIM TOP svd GBB airsoft rifle for about $100 (retails at $180) but have heard a couple horror stories about the gun just wanted to see if anyone on here owned or has shot one and could voice their opinion on it thanks

Elijah has some confusions.
GBBRs are not bad for CQB. For field and sniping? Not really recommended. He is true that the fps will change, and this is why for sniping it sucks, but your accuracy wont be terrible until the last 4-5 shots. And the gas is expensive.
However, tapping to HPA requires alot. Of custom modding, and not something someone looking to spend $100 bucks is probably interested in spending the time on.
I have shot the AIM SVD and while it is a cool gun, it isn't effective. IT is fun to shoot and plink with, but gas guns and field play almost never mix, and that is about all you can do with an SVD. If it is the CO2 version, then maybe, as c02 is more reliable. But consider the running cost of paying for all that c02 and gas.

I havnt used one, but I know that GBBR's in general are very bad weapons. This is because the way gas works, the fps will change every time you shoot. This fps deviation will throw off your accuracy very badly. Besides having no accuracy, you need gas to re fill your gun.
If you tap your gun to hpa, it will ignore this and the gun can be very good. This wont ignore all of the horrors of the GBB SVD (I've heard many of them), but everything in reality if fixable.
Only get the gun if you are going to tap it to hpa with the saved cash. HPA can make it into an excellent dmr weapon.
