An alpha particle consists of 2 protons and 2 neutrons. The 2 protons makes it helium (since every nucleus with 2 protons is helium), and the 2 neutrons make it helium-4. Alpha particles also have no electrons, so they are just nuclei.

However, not all helium nuclei are alpha particles. Only when they are formed by means of radioactive decay can they be called alpha particles. Ionised helium is not considered to consist of alpha particles.
