are hospitals in California required to report seizures to DMV?
I have a friend who was the non-driver in a possible seizure event some 20 years ago.he is trying to get his license reinstated.DMV apparently was notified of the seizure event by the hospital and now requires him to have a doctors clearance before they will re-license him.I thought medical records are private?

No law is all inclusive, there are always exceptions or requirements that cover exceptional circumstances.
Sometimes people have a tendency to think that the part of a law they like is all there to the law, but most times there are many exceptions or provisions they don't hear about.
Medical Conditions that pose a hazard to the Safety of Others are not private. Many states require a doctor or hospital to report a medical condition that poses a hazard to other people to the appropriate state agency or face criminal charges for failing to report the condition if someone is injured due to the failure to report the medical condition.
Same with a psychiatrist that has a patient intent on harming someone. He must report it to the police or face criminal charges himself.
