Why is the Elite Knight Helm more souls but is worse than the Falconer Helm in Dark Souls 2?

I was playing Dark Souls 2 and wanted to know why the Elite Knight Helm here :

Is worse than the Falconer Helm here:

http://steamcommunity.com/sharedfiles/filedetails/...

The Falconer obviously costs less souls but is better but why?

    Because the Elite Knight Helm has C Strength scaling.

    The Falconer Helm has NO scaling, so upgrading it has less effect.
