What is 'Background Data Restricted'?

Every once in a while my Android Razor M will show me this message. It prevents the phone from receiving a signal and is sometimes difficult to remove.

What is it exactly? Why does it happen and how does it affect the use of my phone?

Anyone ever experience this?

    Okay, say your walking down the sidewalk and you've got an app running that requires WiFi, or data, or whatever, that app cannot use your data anymore. So if you have restricted your background data, apps can't use it when ever they need it to function properly.
