They mean that walking around naked in contexts OTHER than those in which you are naturally naked is not their thing.
They wouldn't join a nudist colony, for example.

If you look at the march of history, we've been moving toward less and less clothing every year. Elizabethan women wore steel corsets and multiple layers of clothing. Victorian-era women wore around fifteen pounds of clothes. It was only in the 1920s that skirts became shorter than ankle length. Girdles, slips, even stockings are practically obsolete now.
The same is true of men's clothing, although at a slower pace. But go into any Walmart some Saturday, take a look at what passes for decent clothing, and you may start to change your mind about universal nudity.
I've visited countries where it's acceptable to be naked around strangers. Japanese baths and Finnish saunas were sex-segregated, but otherwise people showered, relaxed in warm water or small heated spaces, and even chatted a bit.
However, most other places haven't become that modern. Showing more than the eyes and hands would be unthinkable for women in some Arab countries.
Are you getting ready to visit a nude beach, or vacation at a nudist colony? They really do exist. Read up on the etiquette before you go, though.

My naked body is for my eyes alone. NOW, if I did have a significant other - who knows!
