    Contact DVLA. You will need a UK address for them to send the replacement to, preferably the address that is registered with the DVLA for the licence that is lost.

    If you live permanently outside the UK for more than six months you should not be using your UK licence to drive when you visit. Presumably you have a Japanese licence now? That's what you should be using to drive in the UK otherwise your insurance is invalidated.
