Is this a scam phone call?

Hi, I have been called to get a plan from Vonage under a call.

The number started with 202-..... (said from NJ under an individual name)...

The guy seemed extremely enthusiastic to sell me service (he almost seemed lost in misinformation) and I repeatedly refused... he seemed almost desperate... I straight out offended him telling that I believe its a scam (that there are millions of customers out there, no need to waste an extra 30 minutes on me)... he said that they only take payments from phone (that is kinda cheap for a well-known phone company)...

Anyways what do you guys think? If its fake, I'll have some fun with him when he recalls tomorrow? ^-^

(If it helps, we are foreign and I heard outsiders are more suspectible....)

    This is a VOIP number that's mean "Voice over Internet Protocol" and this is beneficial for business most. connect to your service provider they will okay your number. Don't worry !!

    It's not fake or a scam. Vonage is a VOIP service provider. Basically a phone that works over the internet, but it acts a lot like a real land line. I had the same problem. Vonage called me a couple times on my home and cell phone. They will not stop for anything. I told him I was fine with my current provider, but he kept saying"...I understand that sir, but what you don't under stand is that I'm trying to save you money on your home phone...ext) If they call back, tell them to stop calling you. If that doesn't work, then block there number.
