Are these german shepherd puppies good?
they are 28 days in the picture. will pick them up when they are 8 weeks. as this is my first dog i want to make sure im not being cheated. are they pure bred? healthy? and how big would they possibly grow?

Are the parents OFA tested at the very LEAST? Do the parents have any working or show titles? If not, they're NOT good quality. "purebred" and "in general not sick" shouldn't even cross your mind. What you do need to focus on is the breeder along with the sire and dam... not the puppies.
Does the breeder offer lifetime support? Lifetime health guarantee? Lifetime return policy? OFA scores? Show or working titles? Good breeders have all of this because they produce GOOD dogs instead of throwaway dogs.
Also, what are you looking for? There are 4 types of GSDs believe it or not. 1. Working lines 2. American show lines 3. European show lines and 4. Poor quality, no specific standard, "family pet" Backyard Bred dogs. The 4th type is the type you want to completely avoid.
About the picture... I find most Backyard Breeders hold as many puppies as they can and crop the person's face out of the picture. Does that seem very professional to you? If you found this on Kijiji, Craigslist, eBay, Hoobly or any other classifieds RUN.

The photo address given (on flicker) does not work for me. NO ONE can tell the quality or worth of a puppy, at 4 weeks of age (aka 28 days). The first poster answered your question 100% correctly, in my opinion.
