Is Web Master the same as Software Engineer?
Id love to be a webmaster but i cant quite figure out what degree i need or what are the other names for the career or even how to get there.

I think webmaster is a bit of an outdated term. Older web sites with static content required someone to edit files to add or change content. The webmaster did that. Nowadays, web sites have tools for people to update content without directly editing anything, so the role of webmaster has diminished.
What you probably want is web designer or web developer.

Is web master the same as software engineer = no.
You want to design web pages? Not sure there is a degree for that, but I'm sure having a computer science degree wouldn't hurt.
Software engineer would develop the software that a web designer would use.

No, someone that is a web master creates websites. Someone that is a software engineer creates software programs.
