Inconsiderate neighbours. What can we do?
Sadly it looks like we have some really inconsiderate neighbours. They have only just moved in and recently left a huge sofa in the alley next to their house. As this actually was in their side of the alley I realize there is a little we can do as unfortunately just being unsightly is not illegal in the UK. Then they put their rubbish (again) on their side of the alley that blew onto ours including dirty diapers and bags bits of their back gate. The rubbish although on their side of the alley is piled up - you can see it from the street. Then to my horror we were just leaving this morning and they had parked their motorbike on OUR side of the alley and it's still there now having been left there all day.
What can we do?

Well it depends on whether or not you know what sort of people they are. Either they are just not thinking & no one has said something where if they had, they would be happy to be more considerate. OR, they would be worse. Now the sofa ordeal is not a regular problem to expect, so I'd let that one slide. But for the motorbike & the way they are with the trash, I would telephone the City or County, health Dept. & police dept. to ask what your rights are. This way if they could be fined about the trash, then you can notify someone. If you didn't complain, but rather reported the problem to those who can give them a warning, then a fine (or just a fine) they won't know it's you. Also, find out about the property rights. See if you happened to have a sign posted up not to violate your property area, including specific areas, then they continue parking the motorbike regardless, it's possible you could call the police where they would either post a ticket fine OR TOW the motorbike. I'd say nothing & make some phone calls first, to see what your rights are. Just google "Code Enforcement Violations" with your area & see what comes up. I'd bet they are in violation with the way they set out the trash. Call the City Hall if you have one or search for a website for your City to get info. as well as the trash collection / waste management contact info. & see who you can speak with about your rights & a possible violation with the trash issue. Then see about your property land rights & what is required on your part, to see if parking there is any violation you have rights to do something about & how to do it. The police dept. may help as well. If you discover you can't do anything by reporting the problems, then I'd make speaking with them directly your last resort.
Consider walking up to the trash man when they come to pick up the trash & tell them what's been happening & ask what can be done. They might simply knock on the door of your neighbors to tell them what they have to do or else risk being in violation or a warning that is scary enough so they pay more attention. Your local trash man might just be a great person willing to help you with this problem by doing something that could help fix the problem permanently. He might say to them very kindly, "look I don't want to report this, but if it continues to happen, I will have to report the violation." That would be enough to scare them I'd bet. Then see if the alley area's are public or private property & what the laws & rules are.
