Everyone is always attracted to the popular or flirty guy because they are super easy to talk to and they're usually hot. Pick the one that's nice to you or you want to hang out. I have the same problem and you can't really tell if they like you because you see him talking to another girl and you're like wait a second. I would pick the one that wants you and tries because then at least you'd know they like you and actually care.
