only your dog can hear the whistle, it is used to train and check if your dog's hearing is good, too. you can use it to call your dog when he is at a distance form you, and it beats having to scream, right?

It's a way to get a dog's attention. My friend uses one to call her dog when she's off leash.

It doesn't annoy any humans in the vicinity. It's also probably a different noise to a police or referee's whistle.
