What would you if your significant other never wanted to do anything outside of the house with you but complains all the time about not getting enough sex.
It's funny that everyone jumped to the conclusion that the significant other in question is a man since that wasn't even specified in the question!

This isn't rocket science. Men share love through sex, so when you hold out, he doesn't feel like he's getting affection and in turn doesn't feel like showing you affection by doing anything with you outside of the house. It's not about having an orgasm, but about feeling wanted and appreciated. Ergo, if you want a better relationship, start having sex more!
EDIT: Most relationships are male-female, and your profile pic is a male. If you're with a woman who's doing this though, her motivation is likely the same. Someone complaining about not getting enough affection is not going to respond by being more affectionate. As you're the one here complaining, you're the most obvious choice to start fixing things.

If your partner in life doesn't want to be with you no matter where it is or where ever you go, you have the wrong partner in your life. No matter how much you care or love a person, they can still be the wrong one for you. That you have to decide, not other people.

I would say that your significant other is really "insignificant" in your life and that you ought to consider whether you want to remain in the relationship.
