A friend wanted to be selected for a graduate program, and when rejected, she asked why. His response revealed her background was taken into account.
I have not been able to ask the friend for the precise details as she has been really stressed out with not only that but finishing the last weeks of her academic year. I just want her to know what her options are.

File a complaint, finish the academic year, and transfer to another program or school. If not, bite the bullet and keep performing at the highest caliber.

I suppose file a complaint with the educational board of your jurisdiction (or the oversight committee).
