By quality, do you mean hobby-grade (not toy store) or do you mean expensive? If you want a good, cheap hobby-grade boat, I would consider Banggood.com. They've got a bunch of cheap Chinese made stuff, but some of their smaller boats have some really good reviews and YouTube videos to give you an idea of what you are getting.
I'll leave the "expensive" talk to the other guys.
