Watch Dogs recommended requirements (as opposed to minimum requirements):
CPU
Core i7 3770 @ 3.5Ghz or AMD FX-8350 @ 4.0Ghz
RAM: 8 GB
OS:Windows Vista (SP2), Windows 7 (SP1) or Windows 8 (64 bit only)
Video Card: DirectX 11 graphics card with 2 GB Video RAM - Nvidia Geforce GTX 560 ti or AMD Radeon HD 7850
Free Disk Space: Recommended: 25 GB

It depends if you want a reg PC or laptop. Do you plan on building your own PC? If so watch dogs is easily supported on ultra quality for a decently priced computer. I recommend searching up "how to build a PC for 300" or whatever your budget is on YouTube. This guy Austin makes awesome videos and really knows what he's talking about. Laptops and prebuilt computers are always overpriced. I 100% recommend building your own PC if you want to game.
