This is actually a very cool guitar, but it comes with a Dimarzio PAF in the neck and a SuperDistortion in the bridge. Switching these out would be beyond ridiculous. They are awesome pickups and no Seymour Duncan would be an actual upgrade.
For an amp, these are both good options for less than your budget.

You can never go wrong with a fender strat. I have a similar strat. I just recently changed the pickups for it, replacing the stock ones with Seymour Duncans.

I did the same thing to mine AntiOrgasm! The pickups on this particular guitar are already hum-buckers so there would be no real to change them.
If its going to be your first guitar and you plan on playing gigs and generally carrying it around or playing standing up, I would consider the weight of it... Strats are definitely not the lightest guitars...
