Isle of Thunder is emptyyyyyy, Timeless Isle doesn't have many people with PvP on. Goodluck :)

Most low level zones are pretty empty.
You should find a lot of people doing dailies though in the MoP zones however, like the Isle of Thunder or Timeless Isle, which has no quest givers but plenty of stuff to do.
