Hi Woodpigeon,
I would suggest you to perform System Restore to roll back the system to the time when it was working fine. Refer to the link: http://dell.to/1137HoH
You may also run the Microsoft Fixit for CD/DVD not working on Windows: http://bit.ly/1npkvBO
For the wireless connectivity issue, I would recommend you to check for the status of wireless drivers in Device Manager. Click on Start > Run > type devmgmt.msc and in Device Manager click on Network Adapter.
You should see the driver for Wireless card. If there is a yellow bang, update Wireless card drivers from the Dell’s support site. Use the link: http://dell.to/T7CQII
Once on this website, select Network and update the drivers. Restart the system and check if it connects.
Also, ensure that the wireless button or switch is on. Function keys combination Fn + F2 can be used on this system to enable wireless ability.
Hope this helps.
Thanks and Regards

Do you have another source of internet with another computer? you could try downloading and reinstalling the drivers for the wireless receiver and DVD drive for your laptop model. Try going to the Dell website and look for support/drivers. All else fails, you might have to restore it to its factory settings, which means you'll lose all the data on the harddrive unless you back it up on a usb or external harddrive. It'd be best if you looked up "how to restore a laptop to factory settings" on youtube for a step by step guide.
