Should I buy a fishing pole online or at Duhams?
I don't fish very often but Duhams has poles for $20-$40. Or on Amazon I could get this for $27. http://www.amazon.com/Zebco-Medium-Heavy-Spincast-... .
Is there a big difference is quality? I don't need it today. I just want the most for my money.

Your question depends on a variety of other questions.
#1. What type of fish are you targeting? The Amazon outfit shown would work fine for Panfish (Bluegill/Crappie), but, would not last long catching Bass and other larger Freshwater fish. Why????
Today, Spincast reels are notorious for poorly designed drag systems and over-all (terrible) construction. Thus, the more pressure/stress you put on the reel (via a big fish) the more apt they will break!
Basically, if you are targeting Panfish a Spincast reel "might" last a while- if you target (or accidentally target) anything larger you'll probably have to replace it much sooner.
If you are dead-set on a Spincast reel you should look into getting something like this, (which has a better reputation than most)- http://www.basspro.com/Daiwa-Goldcast-III-Series-S...
Otherwise, go to Bass Pro Shops website and look at the feedback for Spincast reels.
Rods?????????????
Some of the cheapest (yet durable) rods available are Ugly Stik Lite, Berkley Lightning Rod, Berkley Cherrywood rod. These would work well for Panfish, Bass, Pike, Etc.

There isn't a difference in quality if its the right brand but I would suggest going and getting it yourself to avoid any idiots damaging your pole
