Most likely it is
no one knows for sure
i started using that site since 2012 atleast thats what i think
Dueling network never was said to be either legal or ilegal
i've heard rumors about a person that worked with konami got fired by a new worker and ploted revenge on konami
and hacked some of konami's software to make his own website
but i think thats just a peice of junk conversation
but if it wasn't legal then dueling network should have gone down years and years ago
so far as i know im preety sure it legal

The ps3 browser doesn't support that website or any similar site , it can't be upgraded either .
Sony designed the ps3 browser as a basic mobile browser only , to be used for the very basic web browsing and nothing else , they purposefully made their ps3 browser so it can't be used with any website that lets the user access pirated content without the consent of the copyright holder so any site that streams movies or tv shows will not be accessible from the ps3 .
You have to remember that Sony is a big time movie , tv , music and game studio and owns a ton of content they don`t want anyone watching illegally and they have to also do what they can to protect other studios content , their legal department would crap bricks if sony got sued because their ps3 browser was being used to access and distribute any pirated content , when the ps3 was first released in 2007 the browser could be used on torrent sites and others and sony got really worried they`d be sued because of it , within 6 months they updated the ps3 fw and the browser to make that impossible and every update since has added more blocks . Sony wants ps3 buyers to pay for content , that`s why they have added apps for everything from movies to comedy to music and anime that anyone with a ps3 can subscribe to . If you don`t want to pay to watch use a pc while they still have any sites that have free content , if things keep on like they have been for the last 10 years in 10 more there will be only paid streaming sites or apps ( 10 years ago there were hundreds of sites and programs you could download to get free movies and tv , most of them have been sued out of existence or gone legit and now charge the user and some of that mone goes to the studios )
