USVI: I've noticed it's cheaper to visit during the summer. Why is that?

Most other warm places, especially in the continental U.S. are MORE expensive, not less, during the summer months. Why are the Virgin Islands different?

In the summer, more places in the continental US are warm enough for people to swim and boat lie on the beach and so on, without the expense of flying out of the country, so they take their summer holidays at home.

The Caribbean Islands are quite hot in the summer and not as pleasant as they are in the winter and spring, when it's still cold in many of the U.S. states.
