how can I let go of him or make things more intresting?

So I just moved to Houston a couple of weeks ago and met a guy at the pool, we exchanged numbers and have gone on several dates. He's a good guy, gets a,little awkward at times but overall a great person.

I feel like we're just hanging out because he finds me attractive and I find him attractive. We've done nothing else besides kiss and he is very respectful. However we never really got that spark going. I'm not comfortable enough to really bring myself out or have had a deep conversation. We just small talk.. He doesn't tell me goodnight or text me if I don't Text him for hours. I've tried telling him the "we should just be friends" thing but I can tell he wants to be more. He's definitely out there, it's just dull when it comes to taking.. How can I bring,this "issue" and,actually see progress?
