is there a office, or city offical I can talk to, to find the currant market value of a spot of land I am look?

I am looking at?

it is posted as being worth $90,000, but I have reasons to doubt that. I suspect that is not worth half that much.

I am in Fort Smith Ar.

The government does not care about market value related to a specific piece of property. They care about assessed value. It's not the same thing.

You will have to hire an appraiser to determine the actual current value.

The value of any piece of land is whatever someone is willing to pay for it. The owner thinks it is worth 90K. If someone will give him that, he is right. If not he may have to reduce his expectations and accept a lower offer.

No. You hire a certified/licensed appraiser.
