Totally! I'm a girl and if you aren't intimidating or I feel like it might benefit you, I will totally compliment you if I like something about you physically or in another way in that moment.

Yes. Often. It's a friendly thing to do.
I compliment strangers all the time if I like their shoes or purse or hair or something, and all I am is admiring something of theirs.
It makes others feel good, so I figure it's better to say "I LOVE YOUR HAIR!" and make their day than to just think it and keep walking.
