Why wont my car start when it gets below 25 degrees outside?

I have a 85 Chevy Citation with the fuel injected 4 cylinder engine. Car runs great all the time, except when temperatures dip below 25 degrees outside. Why on earth is this? A fuel injected car should start right up unless the cold is beyond extreme.

People have suggested installing a block heater, which I intend to do, but, I don't think that will completely eliminate the problem. Thoughts?

    You can also go a lighter weight oil when temps drop.
