Need For Speed The Run seems like slow-mo?

Hey guys yesterday i got Need For Speed The Run

The installation went perfectly fine,no errors of any kind.

So i started the game went into options as i Always do,checked advanced options and set settings to ultra-high cause i have powerful enough rig.i started The Run and passed first part where you escape from mob.Then when i had to pick a car i chose BMW and got out on the street and gameplay seemed like it was slown down,like the speed of the game was 80% instead of 100%.

So i thought no way i play Battlefield 4(few settings on low) and Nfs MW 2012 on high with this spec.

BTW:

CPU:Intel C2D E6600 2.4 GHz

GPU:Ati Radeon HD 6670 1GB DDR3

RAM:2GB(yes i played bf4 on low-medium-high)

HDD:60gb free SEAGATE

PSU:450 W XFX Core Edition

So then i put everything to low and still the same issue then i put resolution to 640x480

And i play on 1280x1024(17" monitor)

And the issue persisted,cops speaking and car sounds normal not slown down.

I dont think its the rig problem since it ran slomo on 640x480.

Only programs running in the background are AVG(idle)Catalyst(idle)

And AVG isnt updating or scanning

Please help me,whats wrong with it?
