How can I check an employment agency for legitimacy?
I'm looking for local jobs but also online/remote jobs. I suspect that some of these online job agencies are bogus. And some ask for a fee, which I refuse to pay. I'm unemployed, after all!!!
Is there a reliable organization that could tell me which of these are good and which aren't? I've tried BBB and American Society of Friends without much luck (although I know they're honest). Any others I could try to check?

There is no reliable agency that can tell you if an employment agency is legit or not. Many bogus ones are springing up daily as we slowly head out of recession.
A lot of agencies, including some of the big well known players frequently advertise FAKE jobs in order to collect CVs in the hope of selling that candidate on in the future for a fee.
The easiest way to tell is to ask the agency to send you a detailed job spec before you go to register with them. Most of the dodgy ones will never email you a job spec because if they are caught sending out a fake job spec, they could be fined heavily in court.
For the most parts the employment agencies remain unregulated and consequently a lot of them are total crooks. Use your gut feelings to avoid the ones you don't like is the only advice.

What it probably came down to, is that the temp agency probably charged the company X amount of dollars, but turned around and paid the workers Y amount of dollars. The temp agency is required by law to supply the company with documents for these employees, so the company was under the assumption that everything was legit, and would not think to double check on the status of these documents.

usually the agencies charge the client any fees if they charge you it is not likely they will make much effort to find you a job, they already have your money and will move on to the next 'fish' that will bite
