does YA ever reverse an deletion even if the deletion was wrong?
and is it fair to have an answer deleted simply because someone doesn't like the answer and reports it. no matter what I answer, someone flags it as inapropriate and it is deleted

They do, but is rare of late. The appeals process has been taking a long time. Yahoo employees are human, that is a factor in the decision. I recently had a non violation declined, it was 2 years old. I have also had others restored.

It's very rare that they even respond, let alone overturning a report. That "90% accuracy" figure is a hoax because they are clueless most of the time. Violations get reinstated (including violation notice emails too) and false reports are upheld.
I'm a big critic of the appeal system and I see no reason to change my position.
They reverse it only if you get response. It has nothing to do with what was reported. Otherwise no response at all. It is based on luck if you get response or not
Lately automated bot responses are sent if you appeal second time. I'm tired of dealing with senseless 'discussion threads' where they discuss numerous scenarios completely unrelated to appeals. They should send appeal approved or appeal declined. No discussions threads that are cut/paste stunts (it's not easy to deceive a 7 and a half year old user)

Yes they do however before you appeal ensure you have a good chance of winning your appeal, if you don't win it costs you another 10 points.

Yes but you have to be very lucky and write why it wasn't a violation.mostly it is automated which makes it tough.

Yes, appeals do get granted once in a while. But staff says over 90+% of reports are valid. So the probability is that while you think your answer wasn't a violation, it really was.

Doesn't seem like it and it sucks.
